A widget with data download options, where users can select layers available for download, and choose the format (table, shp, kml, json, etc). Including options such as download all vs selected features.

This is somewhat possible by publishing the Extract Data Tool available in ArcMap as a GP Service. Use the published GP service in the Geoprocessing widget.
To add on to this: The ability for users to query data as well before downloading!
