SMART is a powerful GIS tool specifically designed for wildlife protection, management, data collection and analysis. Since 2009, WCS China program has been committed to implementing SMART and its older version MIST to strengthen law enforcement monitoring in HNR, which is the first protected area for Amur tiger conservation in China. However, residents inside the reserve have not been relocated, so human activities in the reserve have not been completely eliminated.
