unable to install 10.2.2 desktop student edition. Permission problem

I'm attempting to install 10.2.2 Desktop Setup and I'm getting an error message:

Error 1303. The installer has insufficient privileges to access this directory: C:\Program Files(x86)\ArcGIS\Desktop10.2\TemplateData. The installation cannot continue. Log on as administrator or contact your system administrator.

I'm the administrator on my Windows 7 laptop and I'm unable to change permissions for the TemplateData folder. I did go back and make sure I had write privileges as administrator.
