Load panes after opening the project

In a .NET project, I save the panes data in the xml string so that when I start the project I can configure the panes according to the settings. Panes are created, but they immediately close due to loading of the latest active standard ArcGIS panes (MapView, etc.). Can I create my panes after the ArcGIS project is ready?
