Is it possible for a user that owns am ArcGIS for Personal Use License, to purchase ArcGIS Insights as a premium App for the Creator User Type that is included with the Personal Use Liecensing?

Currently no, Insights is not an option available to the ArcGIS Personal Use. We will take this back for consideration, thank you for asking. I might also recommend posting an idea (link below), within the Insights area.
