This may be a dumb question and I think I know the answer but I figured I should ask. I'm running ArcGIS 10.3.1 and I do not think there is a way to rotate my legend or scale bar without converting them to graphics (in the Layout View). Or am I missing something?
I see someone asked this a while back and they were told that this functionality does not exist:
