Tax Parcel Editing file

I've downloaded the Tax Parcel Editing file from Tax Parcel Editing | ArcGIS for Local Government and it's instructed to do so in the "create new subdivision" workflow of parcel editing section: New subdivision—Help | ArcGIS for Desktop:

In the search for parent parcel step 3, it states "search for parcel 1920126036" but there is no such parcel in the map document. I also tried to locate the area but couldn't find it. Can someone help? Thanks a lot.
