Navigator for ArcGIS

I ma creating an mmpk file, but when i get to the end of the whole process there is no background map associated with my feature class data.  I want to use the Navigator Street Map Premium for Florida for which I am license, however during the process I don't see where to add the SMP.  Any help would very much appreciated.
