Why is image service blurry in ArcMap?

When I add my Image service to ArcMap, it looks blurry, although it looks crisp in ArcGIS JavaScript (albeit with white and blue lines; see related ticket: https://community.esri.com/message/724309-image-service-has-white-and-blue-lines-around-some-areas)

Any ideas why it would look blurry in ArcMap?
