Borrowed License and ArcPy import performance

I have a user on borrowed license who is now experiencing 16 minute "import arcpy" delays. If he connects to VPN, the delay goes away, so I suspect a FLEXLM_TIMEOUT weirdness going on. Anyone seen this and have a fix?
