Why cann't geoevent find the Azure iot hub PartitionIds?

Error: com.microsoft.azure.eventprocessorhost.EPHConfigurationException:

Encountered error while fetching the list of EventHub PartitionIds: Server returned HTTP response code: 400 for URL: https://GeoEventIOT.azure-devices.net/iothub-ehub-geoeventio-1031121-3ee73cb240/consumergroups/$Default/partitions

If I monitor the azure IOT hub, it get message from the IOT devices.
