Yes, there is a plan to release Navigator for ArcGIS on Windows. A beta version should be available for use in 2016.

An update on this - currently Esri does not have plans to develop Navigator on Windows.

mbockenhauer-esristaff‌ has there been any update on this? Currently ESRI doesn't have a Beta version and I don't see any plans to create one?
