It is not possible to record macros in ArcGIS. In desktop you can use modelbuilder (What is ModelBuilder?—ArcGIS Pro | ArcGIS Desktop ) and Python (What is ArcPy?—ArcPy Get Started | ArcGIS Desktop ) In ArcGIS Pro you also have Tasks (What is a task?—ArcGIS Pro | ArcGIS Desktop ) to help you with repetitive tasks.
