how do I return all records for a hosted feature layer?

I use Where 1=1 with other ArcGIS Servers.  But it returns nothing here:

I can't access your service specified above. I can only view one service which queries with where parameters of 1=1

Tokens required even for a service that is shared with Everyone?

Did you generate a token? I suppose the service requires one.
