Can ArcGIS Desktop create web layers?

Can ArcGIS Desktop create web layers, similar to ArcGIS Pro, or does it just create layer packages that can be pushed to ArcGIS Online but only used by ArcGIS Desktop?  What we want is to create maps in ArcGIS Online that can be used by ArcGIS Maps for Office.

If you are referring to ArcMap, then yes, it can publish layers to ArcGIS Online just like ArcGIS Pro. Take a look at this article on how to do this:
