You don't specify the software or version... so from support...

Error: 000824: The tool is not licensed

000824: The tool is not licensed.—Help | ArcGIS Desktop

In short, make sure that the license is toggled on if working within arcmap or checked out if scripting or you have access to the extension in the first place
