Pan function not working in ESRI Javascript API 4.12

Hi,

I'm posting this question for a coworker.

Using ESRI JavaScript API 4.12, based on the Intro to graphics - 4.12 example here: (https://developers.arcgis.com/javascript/latest/sample-code/intro-graphics/index.html) my coworker is creating temporary HTML files that are loaded in a .Net Windows Form web browser control to view coordinates as they are entered into the application. The map renders fine, can zoom in out with the mouse wheel/+ or – controls but we cannot click and hold the left mouse button to move the map in the control. Is there a function or setting that needs to be set to allow this?
