Sharing Time Layer

Hi i'm trying to make a time layer in ArcGIS Pro the animation working so well but when i share it to Online, it loads and flashes everytime data change, here is my layer published layer

i want to make my app looks like Esri's example 'National Weather Service Precipitation Forecast for the USA'
