I have an hours value and a rate value that I would like multiplied when I run feature reports. Is this possible using some sort of custom report template syntax?

I don't see any math functions in the report documentation (Feature report templates—Survey123 for ArcGIS | Documentation) but it's possible that Survey123 for ArcGIS might have a workaround.
You could also possibly use a hidden calculate type question to multiply the fields within the survey, then reference the calculated field when running the reports.
