GPSGATE GeoEvent Processor HTTP/1.1 503 Service Unavailable

I setup everything according to the ArcGIS GeoEvent Processor Integration on the GPSGate Web Page (GpsGate - ArcGIS GeoEvent Processor Integration ). When I look at the ArcGIS GeoEvent Manager Log it shows inbound transporter has an error of a Request Failed HTTP/1.1 503 Service Unavailable. Any idea of why I am getting this error?
