I have just published a tile cache package in AGOL, but would like to enable it as a WMS. Can this be done?

Are you trying to publish your tile package as a tiled map service or an OGC WMS service? Hosted tiled services have OGC WMTS capabilities enabled on them automatically when they are published: About hosted layers—ArcGIS Online Help | ArcGIS
If you are unable to publish a tile package as a tile service, try checking to see if your username has the privilege to publish tiled services.
