Adding Attachments Fails - chrome browser

Hello, I am trying to add attachments to a feature service that I have hosted in my ArcGIS Online for Organizations account. I go to the feature that I want to add an attachment to and when I go ahead and choose which file I want and click open, it returns an error message stating "Failed to add attachment". It is only on ArcGIS Explorer online that I get this issue. I can go to the ArcGIS.com Map Viewer and can add an attachment just fine or through a Web application but I cannot with Explorer online. Any suggestions?

UPDATE: I also cannot see any attachments in ArcGIS Explorer Online if I uploaded one from a mobile device or if I attached one in ArcGIS.com Map Viewer. Anything related to attachments in ArcGIS Explorer Online does not work.
