Turn Restriction in both directions

I have a road network with some turn directions.  At one intersection there is one turn that is not allowed - Right turn from Road A to Road D, and opposite Left turn from Road D to Road A.  Remaining turns around the 4 roads at the intersection are allowed - see attached image.

Is it possible to input ONE turn restriction line and tell it that the turn cannot be made in either direction?  Or do I need to input TWO turn restriction lines, one in each direction (which is what I currently seem to have to do)?

Is there some kind of attribute that I need to add into my Turn feature class similar to the one for ONEWAY roads in my road feature class?

No, you need to digitize a separate turn feature for each direction of travel that is prohibited.
