I'm trying to open a large shapefile that contains census metropolitan data but the shapefile hasn't downloaded completely in ArcMap. Does anyone have any suggestions on how I can fix this?

Is there an issue with the coordinate system? Does its system match your ArcMap document's? Can you view the shapefile in ArcCatalog?
