The National Park Service uses a product called NMSIM for noise modelling which might be worth looking into.
There is software extensions that can be used in ArcMap, like the spatial analyst, but there is no Noise extension.

You should examine what has been used in the scholarly literature and other links to see the approaches being used and what terms apply in order to get directed to the appropriate tools. For example, are you wishing to interpolate point source noise data? have you looked at the interpolation tools in ArcMap? (
