Using setScale(8000) and (12000) does not see map scale change

In my app, when I click scale(24000) and (12000), I see the map changes as scale changes. But from 8000 to 12000, there is no change.

Are there some fixed scale tiles set in ESRI base maps? I don't have much experience of map documents.

Yes you are right, depending on the scale it loads new tiles.
