App Launcher Icon Not Appearing

We're running ArcGIS Portal 10.6 and we're trying to make use of the App Launcher.

We have registered four applications and have added them to the App Launcher via Organisation > Edit Settings, then saved changes.

I'm expecting this to make App Launcher button to appear in the "Contents" section as documented here but nothing appears.

Is there something missing?

Known bug with the only suggested workaround is to upgrade to 10.7 although I'm looking around for other solutions as 10.7 is not an option for us at this time.
