LabelLayer Conflicts on SimpleMarkerSymbols

I need to generate some labels on top of simple marker symbols. I used LabelLayers for this. But the problem is that the labels don't seem to respond to conflicts between features that are close together.

But is there another method to place labels on top of SimpleMarkerSymbols? I cant use PictureMarkerSymbols because there's way too many of them.
