Is there an option download from ArcGIS Online in CAD format? This could also be a custom widget for web app builder

Export to CAD files is not currently supported out of the box. Here is a link to the current file formats supported for exporting from a hosted feature layer:

Thanks for the info.

Is there a way that I can allow my user to export from my app built in the developer edition of web app builder? Maybe a workaround?

You would have to create your own tool that would be able to do that conversion and export the file. Check out this thread:
