Collector will not access Arcgis Online basemaps if not connected to wifi

Has anyone experienced this issue?

Any thoughts on what might be causing this? It loads our data layers and we are able to edit them just fine.

What device are you using? Does it have a 4G internet connection, or is it a wifi only tablet?
