ArcGIS Pro 2.5: Removing GP tool from “customized ribbon” tab fails,

Question

In the screenshot below, I wanted to remove the marked GP tool. It is selected and removed then “ok” is clicked. However, when revisiting the “customized ribbon” tab, I observed that the tool is still there!

Is this a bug?

I removed the group and re-added the GP tools that I need. It works fine

I think "remove" applies to these circumstances

* remove a command that you added to a new group.,
* remove a group that you added to an existing tab or to a new tab
* remove a new tab that you added.

and from the Note there

* Removing a group removes all its commands.
* Removing a tab removes all its groups.
