There will be a basic schema for utility poles in the new Utility Network Management Extension. In the meantime, these source may help.

What are you looking to do with a street light data model? Inventory your assets?
Thanks for comment/feedback, Patrick! Yes, the main idea is to create a data model first and collect/import all the applicable assets (Street light feeder pillar, Street light pole, Other components) part of the Street light data model in GIS. If there is any universal GIS data model available from Esri, we would like to use that first and modify it as per our requirements rather than starting from scratch.
