Labels shift when exporting to PDF

My labels all shift (some outside of the map frame) when exporting to PDF.  This is not an issue when the "clip to graphics extent" option is selected, but I would rather not exclude the white space around the map frame.

This is also not an issue when printing to pdf.

Is there a way to prevent this from happening?

Jonathan,

You may be experiencing BUG-000091475 - that's the only issue I found that matches your description.

In any event, please submit your repro case (package your map from the Share tab to create an MPK) to Esri Support directly so we can verify that it is in fact BUG-000091475.

In the meantime, you could convert your labels to annotation features - then of course their position should be immutable.
