I've looked at that site and contacted ODOT. They do not have a publicly available GIS dataset specific to intersections.

If the file isn't too large, you can try intersecting it with itself, returning the points Intersect—Help | ArcGIS for Desktop
or you could use the network analyst to build your network as well Intersect—Help | ArcGIS for Desktop
