How to extract static map from ArcGIS REST?

I'm having trouble extracting a static map from this ArcGIS service via either the WMS or ArcGIS REST services: BaseMaps/CBMT3978 (MapServer) . My intent is to use this layer as a basemap to build a GIF animation incorporating radar data from another WMS service in Python.
