Using ArcGIS online premium layer in Portal

I am having trouble adding the Live Stream Feature Service to a map in my portal (10.3.1) account and adding it as an item in my portal. I add a layer from the web the enter the rest url and click add layer. It asks for my online credentials which are from my organizational account. when I enter them and click ok it says my credentials are invalid. It does this for any of the premium content layers that I can use from arcgis online. If i sign into my online account I can add them to a map there. Is there a different way to add premium content to portal for arcgis? Is there a way that I can connect my portal to the arcgis online content so I can search for it from within portal. I have spent a fair amount of time trying to figure this out to no avail.
