layer labels disappear

Question

I have a visible city layer that has all city names.  When the map is zoomed in by rolling the mouse wheel at certain point, city labels disappear.  Is this a bug and how I can get around this?

Do you have any scale dependencies for your labels in the mxd?

As I changed the scale range, that resolved the problem.  Thanks!
