If you're feature service is pointing to your organizations ArcGIS server, updating the service url might help. I've found that when I share a service with arcgis online the service url references our internal network address. I was able to correct the download issue by changing the service location URL to our public facing address.
@pgronli I took a look at your issue and found that this is a currently logged bug on our side and it is being looked into to see what the issue is. It looks like the token is not being used correctly and that is why it is failing.Russ
I was able to resolve this issue by taking the DB Offline using the SQL manager tools NOT ArcCat. Once I brought it back online everything worked as expected. Until the next time I say.... So the question is what is causing it.
I am experiencing the same problems described in this year old thread. Periodic download and sync failures using offline collector. I can only resolve by downing the SQL Service in management studio as well. Can someone from Esri shed light on why this is occurring?
Have you checked that all of your features are within the limits of your coordinate system? We started getting this error and noticed that we had some new point features that were plotting somewhere in space. Once we fixed these features we were able to sync again. This may be why changing to a Web Mercator projection has worked for some people.

I am experiencing this same issue with the new update, is there any info as to why? We were able to download maps, collect data, sync and then all of a sudden today, we had issues with it. Ran the update and that didn't fix it, any advice?
If you are downloading ArcGIS online basemap, you will run into download issue. We are investigating the issue. Check ArcGIS Online Health Dashboard for the update.
Good to know that a couple years later and in version 10.4.1 and using ArcGIS Pro to publish this error still occurs. Would be nice if someone from esri could define the issue and even better get it fixed
