I have a situation with the operation dashoard (for desktop or windows) when it is accessed by another user and does not display Esri base map or my layers of information but the widget if they reflect the data (figures, statistics ....)

Can you verify that you've shared the operation view, web map, and its content correctly with the other user? In other words, the other user has the appropriate access permissions?
