In my ArcGIS REST service, when I click on View Footprint In: Arcgis online map viewer, I am getting the following error.

"The layer, https://OrgURL/server/rest/services/OpenGov/OpenGovBartlett/MapServer?f=json&option=footprints, is not accessible and cannot be added to the map."

The third party company I am working with is saying that is a required function to have their connection function properly. I published from Pro 2.6, "Share as Web Layer". How do I get the data footprints to be enabled?
