Highway Numbers/Shields and Vector Tiles

Question

The highway numbers in my vector tiles keep creeping up on the highway shields. This isn't a major problem by far, but it is extremely annoying. Is there a way to combat this?

Also, adjusting the label offset in ArcGIS Pro moves both number and shield.

Running ArcGIS Pro 2.2.2

One way, is to create your own point symbol to use as a shield for your label.

Adjust the Y offset of the Anchor Position and Save the Symbol to style..

From the pictures you can see the that the text stays in the same position and the shield is moving up (negative value) or down (positive value) based on the Y percentage.

When Setting Label Properties choose the Point Symbol you created for the Label Callout.

When you create the Vector Tile Package you will see it the way it was created.
