I am willing to create a foldable map but I do not know which software is good to create it.
I am trying to explore some Adobe products.
Any help is appreciated.
You might check out Cartotalk. I searched on "fold" and got several interesting discussions.

Adobe InDesign is a reasonable choice (there is an option if I am not mistaken). But every vector-graphic-based software can do it.
