ArcCatalog: CityGML impoter missing tools

I am trying to convert CityGML data (from Berlin 3D - Download Portal provided by the Business Location Center ) into FBX.

To do so i want to use the Esri CityEngine.

As Described in

Import and export CityGML data—3D Cities | ArcGIS for Desktop

and

I downloaded the repo and set everything up.

But the subcategories are empty. Why is that so ? and what can i do to get these filled ?
