Can anyone guide me how I can use MPE data in ArcGIS? I need to compare the precipitation records between two different year and I am wondering how I should apply MPE data on 1.4 km in ArcGIS.

The raw MPE uses run length encoding of an HRAP grid, you have to unwind that RLE.
However, a number of sources now offer the radar derived data in other formats.
