Is there a place to ask specific questions relating to 3.x API features that are not ported to 4.0 and are not on the migration chart?

esri/tileUtils.js (i use to extract column and row information for a custom print service)

Just starting my migration (no, i can not rewrite my app) and need to make sure all functionality is maintained, or we will have to stay at 3.16

Doesn't look like we ever doc'd that at 3.x - not sure what its 4.x status is. Might be worth creating a support issue and make sure to include your use case of getCandidateTileInfo.
