Will Dashboard Category Selector be a widget in Web AppBuilder for ArcGIS? If not, is there code or another widget that is similar to the category selector?

Web AppBuilder for ArcGIS does not support the concept of actions and selectors in its framework. However, you could use the Filter and Query widgets to mimic their filtering functionality.
