I would like to know is there anyway to overline an altitude label like in the example.
I'm using ArcGIS and ArcGIS for Aviation 10.3.
By the way my featuer is a shapefile not a geodatabase.

There does not appear to be any text formatting tags, to handle this situation. I think you would need to use a font with the Overline already included. ArcGIS for Aviation includes some PLTS Outline fonts, but none that have the outline only on the top. Maybe you can find or create a font for this.
