Does anyone have any tips for ways to manage our 500 new licences within a school to enable flexible access? We have the capacity to set up additional school emails for the project if needed. Thanks for your help.

Could you clarify what you mean by flexible access?
You are currently able to create member logins from a CSV file where you can assign usernames and roles to members. If you haven't already, I would recommend having a look at this help page concerning adding members from a file. Look here in regards to roles. A member's role defines their ability to access, edit and share content. Hopefully these can get you started.
