I am just wondering about operations dashboard. Can you create a survey on a ipad and have it linked to operations dashboard so people can see the results in real time?

Yes, you could create a survey using Survey123 for ArcGIS. The survey data is really just a feature layer under the covers. The feature layer can be used as input to the various visualization elements in the new web-browser based Operations Dashboard for ArcGIS.
