Pdf and jpg images

Question

How do I get pdf or jpg images behind my layers in ArcMap so that I can trace them?  I have images from the US Census Bureau.

Thanks, Ian.  I was able to do this on Adobe Photoshop.

If you have adobe acrobat, you can open your pdf, then go file>Save As...>Image>JPEG.

Not sure if it works with adobe reader(free version).

I was able to bring in a jpg and work off of it.  I tried to convert the pdf to jpg but could not figure out how (I am hoping I can print it and scan it, perhaps at the community library).

DavidI made a mistake there, you cannot bring PDFs in.  However, it usually is a simple matter to convert the pdf to a jpg(or other raster type) and bring it in.
